Policy Evaluation of Flood Mitigation in Samarinda City, Indonesia

Flooding remains one of the most critical urban environmental challenges in Indonesia, requiring effective public policy to reduce its impacts. This study aims to evaluate the flood mitigation policy implemented in Samarinda City during the 2021–2024 period using William N. Dunn's public policy evaluation framework, which encompasses effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. A qualitative phenomenological approach was employed to explore stakeholders' experiences and perceptions regarding policy implementation. Data were collected through field observations, in-depth interviews, documentation, and policy document analysis involving government agencies, academics, community leaders, journalists, and flood-affected residents. The findings indicate that the Modern Drainage Development Program has achieved positive outcomes in terms of effectiveness, responsiveness, and appropriateness by reducing flood inundation in priority areas. However, the policy has not fully satisfied the criteria of efficiency, adequacy, and equity due to uneven benefits and limited integration with broader flood governance measures. The study highlights the need for an integrated flood governance approach through cross-sectoral coordination, watershed management, spatial planning, and community participation to enhance the sustainability and effectiveness of flood mitigation policies.
