Implementation of SIPD in Increasing Transparency in Regency APBD Management Madiun

This study examines the implementation of the Regional Government Information System (SIPD) in enhancing transparency in the management of the Regional Revenue and Expenditure Budget (APBD) in Madiun Regency. Using a qualitative descriptive approach through literature review and document analysis, the study analyzes regulations, official government documents, regional budget data, and relevant scientific literature. The findings show that SIPD improves administrative transparency by integrating and documenting regional financial processes, making budget data more traceable and accountable. However, transparency remains limited due to restricted public accessibility, low budget literacy, and the technocratic presentation of information. Strengthening digital literacy, simplifying budget information, improving data visualization, and ensuring consistent publication are essential to make SIPD-driven transparency more inclusive and accessible.
